The relevant decision was made today, April 14, 2021, at a meeting of the Cabinet of Ministers of Ukraine. The National Strategy for Barrier-Free Environment was developed within the initiative of First Lady Olena Zelenska and in pursuance of the relevant decree of the President of Ukraine.
"The strategy for creating a barrier-free space is designed for the next 10 years and is aimed to accumulate resources in the areas it determines. The principles of accessibility are already being implemented in Ukraine, and the Strategy, in turn, is meant to systematize this process and integrate it into all spheres of life," said Minister for Communities and Territories Development Oleksii Chernyshov.
The process of developing the Strategy was as transparent and open as possible. About 500 representatives of public, charitable, international organizations, public authorities, as well as experts and specialists of think tanks and civil society organizations took part in the online public discussions. Thanks to this approach, it has proved possible to take into account the views of all parties.
"Approval of this document is the final stage of cooperation between representatives of various agencies, leading experts and the public. Due to consolidated efforts, a document has been developed to ensure the creation of a barrier-free environment for all groups of the population, to provide equal opportunities for everyone to exercise their rights without exception, and to ensure equal access to services and infrastructure. The strategy should be developed by local governments, while the work on its implementation should be based on openness, comprehensive communication and interaction," said Oleksii Chernyshov.
There are 6 main areas of formation of accessibility: physical, informational, digital, social and civic, educational and economic.
Currently, experts from the Ministry for Communities and Territories Development are working on one of the areas of the Strategy - physical accessibility. Together with experts and the public, three key blocks of initiatives have been identified so that they can remove physical barriers to daily life: introducing a quality system of monitoring and control in the field of accessibility, improving the legal and regulatory framework in the field of accessibility and improving the quality of education for professionals in accessibility sector.
The strategy was developed by an interdepartmental working group under the Cabinet of Ministers of Ukraine, which included ministers, people's deputies of Ukraine, representatives of the Office of the President of Ukraine, civil society and experts.
