We have a powerful civil society due to which democratic changes take place in Ukraine, but we have to shape our own institutional capacity. We are building a truly professional, democratic and European system of public administration through implementation of transparent contests, a fair system of selection, evaluation and training, Minister of the Cabinet of Ministers of Ukraine Olexandr Saienko announced.
The Minister stressed that today there are all prerequisites for establishing a professional civil service, inter alia, political support of the Prime Minister, international support, support of experts. He emphasized that a lot of people believed and came to work in the public service sector.
The Government in synergy with experts of the Stanford University, the Kyiv School of Economics and Professional Government Association kicks off implementation of the Civil Service Feedback Loop Initiative. The key objective is to study and further improve the civil service in Ukraine in order to build a modern and efficient state administration system.
How to get to a high-capacity state? The answer to this question, according to Stanford University Professor Francis Fukuyama, is human capacity. "Intellectual capital, training, expertise, a sense of professional service determine how efficient civil service will be. You have to take the opportunity that is in front of you right now ", Francis Fukuyama underscored.
