  • Oleksandr Kubrakov: Urban planning reform is based on Law 5655 and will be one of the key for large-scale post-war recovery

    USAID/UK aid-funded Transparency and Accountability in Public Administration and Services (TAPAS) project supports the basic principles and norms of Law No. 5655, which introduces a comprehensive reform of urban development. Its main goal is to improve the transparency and openness of the construction sector, as well as to eliminate corruption risks at all stages of the construction process.

    In particular, the reform envisages maximum digitalisation of construction documents and procedures, automation of decision-making, and strengthening the role of local governments in monitoring construction and combating illegal construction.

    The key to the implementation of these plans is the development of the Unified State Electronic System in the Construction Sector (USESCS), one of the developers of which is the TAPAS project. Currently, it offers 15 electronic services, including "Notification of the commencement of construction work", "Permit to carry out construction work", "Certificate of commissioning of the facility", "Issuance of a construction passport", etc.

    "The urban planning reform is based on Law 5655 and will become one of the key reforms for large-scale post-war recovery. I am proud that we are developing it jointly with USAID/UK aid under the Transparency and Accountability in Public Administration and Services/TAPAS project.

    Transparent procedures, electronic documents, a digital trace left by every action or inaction of an official - the urban planning reform will be clear and open to all participants in the construction process as well as to the public.

    I am absolutely sure that digitalisation is the key to transparency and accountability, and thus to combating corruption," commented Oleksandr Kubrakov, Deputy Prime Minister for Recovery of Ukraine, Minister for Communities, Territories and Infrastructure Development.

    The architecture of the urban planning reform, which includes the preparation of draft laws and other bylaws and the introduction of digital solutions in construction, was created by the Ministry of Communities, Territories and Infrastructure in partnership with the Ministry of Digital Transformation of Ukraine and with expert support from the USAID/UK aid Transparency and Accountability in Public Administration and Services/TAPAS project.

    The reform takes into account all the comments of the National Agency on Corruption Prevention.

    Background

    The USAID/UK aid project Transparency and Accountability in Public Administration and Services supports Ukrainian citizens and the Ukrainian Government in fighting corruption in key public administration functions and services, and helps build Ukrainians' trust in the Government through transparency, accountability and improved service delivery. The project was created by the United States Agency for International Development (USAID) and UK aid, which is funded by the UK Government's Foreign, Commonwealth & Development Office.
