An all-Ukrainian conference call with regional leaders has taken place on Thursday, July 30, under the chairmanship of Prime Minister Denys Shmyhal. Among the issues raised were the organization of the 2020/2021 academic year amid adaptive quarantine, the provision of textbooks to educational institutions and the use of subventions from the state budget to local budgets.
"The academic year in all parts of Ukraine will commence in time from September 1, in accordance with the peculiarities of the epidemiological situation in each particular region or separate administrative-territorial unit," stressed Denys Shmyhal.
The Prime Minister reminded that new rules of adaptive quarantine would come into force on August 1, according to which all regions of Ukraine will be divided into four zones: green, yellow, orange and red. He clarified that depending on the epidemiological situation, separate decisions will be made in certain territories, districts and cities of the "red" zone.
Deputy Minister of Health, Chief State Sanitary Doctor Viktor Liashko noted that Resolution of July 22, 2020 №641 "On the introduction of quarantine and the stepping up anti-epidemic measures in the area with a significant spread of acute respiratory disease COVID-19 caused by coronavirus SARS -CoV-2" contains clear rules for the organization of work of educational institutions.
"They are aimed primarily at preventing the possible communication of children of different ages. We ask you to schedule the beginning of lessons for different time so that children do not attend schools at the same time as senior classes and outsiders not being participants in the educational process," said Viktor Liashko.
The Chief State Sanitary Doctor added that the teaching staff would have to undergo daily thermometry and wear face masks before the lesson. "For children, other rules. We are abandoning thermometry, but we are introducing children's health surveys. And in case of symptoms of acute respiratory viral infection, they should be provided measuring temperature and consultation with a medical professional," added Viktor Liashko.
During the meeting, Denys Shmyhal stressed that it is critical to provide educational institutions with books, complete all reconstruction and repair activities: "Everything must be finalized by September 1."
A very important point, according to the Prime Minister, is the use of subventions from the state budget to local budgets. In particular, Denys Shmyhal stressed that the performance of use of funds in regions under the Capable School and the New Ukrainian School programs is rather poor.
"I ask the Regional State Administrations to set relevant objectives to their staff and to control the efficient use of funds. Because resources have been provided, but are not used. The percentage of use is critically low," the Head of Government said.
On the outcomes of the meeting, the Prime Minister commisioned the heads of RSAs to ensure an organized start of the 2020/2021 academic year, taking into account the peculiarities of the epidemiological situation, in educational institutions and creating safe conditions for the educational process.
