The reform of the State Fiscal Service, transforming it into those providing services, completely updated bodies - tax and customs services - is one of the most sought after and significant changes for the Government and for business in Ukraine. The Prime Minister of Ukraine Volodymyr Groysman said at a meeting of the Government.

The Head of Government noted that in recent years, the Government had managed to settle some of the problems that for years had been of concern for the entrepreneurs. Among the revolutionary changes are the automatic VAT refund, the installation of scanners at the customs, the simplification of cash operations and the use of electronic check, significant deregulation steps. According to the Head of Government, further transformations are urgently needed - despite all resistance, sabotage and blocking of actual Government decisions, including on personnel appointments. In this context, the Head of Government appealed to the judicial authorities to unblock the appointment of the head of the Customs.

"The State Fiscal Service and Customs Service need a complete rebooting - despite all the resistance", said Volodymyr Groysman. "I expect to get a good result from the tax and customs services. It’s inadmissible to have such services that harass business and hold back the development of the business environment."

During the Government session, the newly appointed Head of the State Fiscal Service, Serhii Verlanov, presented his vision for the reform. Key emphasis is placed on the risk-based approach to the work of the service, the comprehensive assistance to taxpayers and the increase of electronic services, the demilitarization of subdivisions of the Fiscal Service, the competitive approach in the formation of the personnel of the service, the integrity of the databases and their mobility for the exchange of information with other services - for example, the Customs.
