Online certification for mine action operators now available on Diia portal


From today, certification processes in demining activities can be carried out on the Diia portal. For demining operators and organisations seeking to engage in demining, the following processes will be automated: primary certification, recertification, monitoring, expansion of the certification scope or extension of its validity, and submission of appeals. The part of the stage conducted in person is the “on-site assessment”, which requires a visit and direct verification of the operator’s activities.

The project is being implemented by the Ministry of Economy, Environment and Agriculture in partnership with the Ministry of Digital Transformation as part of the EGAP Programme, executed by the East Europe Foundation with support from Switzerland, as well as the Diia Support Project and the Mine Action Project in Ukraine, which are implemented by the United Nations Development Programme in Ukraine with funding from Sweden.

Certification bodies and demining operators will have separate cabinets where each participant can perform their tasks: operators can submit and sign documents and track stages, while certification bodies can review them, provide comments and feedback, sign, and issue decisions on certification stages.

Development took over a year. At the final stage, demining operators were involved in testing it, which allowed the functionality to be verified before the full launch.

During the development process, changes were also made to the regulatory framework: clear deadlines were defined for each action – from reviewing applications to signing acts on services provided. This will accelerate the certification process. The final decision will depend on how quickly demining operators address comments and submit additional documents. Overall, the minimum certification period will be from 1 month.
