Ministry of Health of Ukraine and Expertise France continue collaboration in healthcare

Ukrainian Minister of Health Viktor Liashko met with Vincent Vial, Head of the Expertise France Health Program. The parties discussed the results of ongoing initiatives and identified future areas of cooperation.

The meeting also brought together the Deputy Minister of Health of Ukraine and Chief State Sanitary Doctor of Ukraine, Ihor Kuzin, as well as representatives of the Expertise France Office in Ukraine.

The main focus was on the implementation of projects in the field of rehabilitation and prosthetics. In particular, with France’s support, construction of the Superhumans Center in Odesa is currently underway, with completion expected as early as this year. The center will provide a full range of services: from prosthetics and physical rehabilitation to psychological support and social integration for patients affected by the war.

Additionally, within the framework of this partnership, training programs for Ukrainian specialists are being implemented: Ukrainian engineers are undergoing training in France in 3D printing and maxillofacial surgery, and advanced training programs are being conducted for medical professionals who work with patients following amputations.

Furthermore, the parties discussed the further development of educational initiatives in the fields of oncology and medical training. In this context, special attention was given to the development of the International Medical Partnership—an initiative launched under the patronage of First Lady Olena Zelenska. In particular, France plans to send teams from four teaching hospitals to Ukraine to share their practical experience and support Ukrainian specialists in implementing modern treatment approaches.

The implementation of infrastructure projects being carried out with the support of Expertise France was discussed separately: specifically, the restoration and modernization of medical facilities, as well as strengthening their resilience during wartime. The parties also discussed the supply of modern medical equipment as part of their cooperation. Specifically, in 2026, there are plans to supply rehabilitation equipment worth approximately EUR 1 million to medical facilities in Odesa region.

Overall, within the framework of the Ukrainian-French partnership in the healthcare sector, a number of large-scale projects are already being implemented, including seven agreements totaling over EUR 51 million, which are being carried out under an intergovernmental grant agreement between the governments of Ukraine and France. Two framework agreements between Ukraine and France on cooperation in the reconstruction and modernization of hospitals and oncology diagnostics are also being realized; these were signed during the Ukraine Recovery Conference – URC2024 in Berlin and ratified by the Ukrainian Parliament.

Ukraine and France continue to consistently develop cooperation in the field of healthcare with the aim of modernizing medical infrastructure, implementing innovative solutions, and improving access to quality medical care.
