  • Healthcare Ministry concludes contracts with international organizations that purchase medicines for the budget funds planned for 2018

    The Ministry of Health has concluded contracts with international organizations that will purchase medicines for the budget funds planned for 2018. In the near future, international organizations will announce tenders.

    "System changes cannot be fast. It took time to adjust the procurement process, noted Uliana Suprun, acting Minister of Health. - But during this time, a mechanism of international procurement has proved its economic efficiency and allowed us to cover more patients with medical services. From year to year we show a positive dynamics in the schedule of the procurement process and accelerate it every time."

    This year, purchases will be carried out in 40 directions of the state program to the tune of UAH 5.9 billion. The procurement of medications for Ukraine will be conducted by the United Nations Development Program, the United Nations Children's Fund (UNICEF), the Crown Agents UK-based procurement agency, with whom the Health Ministry has already been collaborating in procurement procedures.

    "The successful experience of working with international organizations on the procurement of medicines has shown that we are moving in the right direction. However, we prolong our activities on improving the procurement mechanism. This year, taking into account the recommendations of the Accounting Chamber, we have improved the concluded contracts", said Deputy Minister of Health Olha Stefanyshyna.

    In particular, in the contract there has been agreed the timing for tender procedures of international organizations. That is, at the stage of signing the agreement, the Ministry of Health coordinates the terms necessary for the announcement and conduct of the tender, evaluation of the proposals, etc.

    In addition, the new version of the contracts provides for changes in payment conditions and the introduction of a progress payment for each program. From now on, the Ministry will pay for medications at the stage of concluding agreements between international organizations and suppliers of medicines. The costing will also include information on the terms of drug deliveries.

    It’s worth noting that in 2015, the Ministry of Health started purchasing medicines through international organizations, which allowed to provide more patients with high-quality drugs. In addition, according to the Accounting Chamber calculations, cooperation with international organizations enabled saving up to 40% of the state budget funds allocated for the purchase of medicines.

    "We see significant progress in the organization of international procurement by the Ministry. I believe our cooperation is constantly being strengthened and the signing of the contract in April appears great news," commented Jan Thomas Hiemstra, UNDP Country Director for Ukraine, "We also commend the work of the Ministry of Health in reforming the national procurement system and the establishment of a Ukrainian procurement agency as part of this process".
