MCIP: Creative Economy Development Council established

The relevant resolution, developed by the Ministry of Culture and Information Policy, was adopted by the Government at its meeting on May 19, 2021.

"The approval of the decision proves that the dialogue between the state and creative business is important for the country. I am convinced that the launch of the Creative Economy Development Council will help solve problems and stimulate the sphere. It concerns the establishment of the National Creative Industries Development Office and a model of creative hubs, as well as launching a program of folk arts and crafts, etc.," commented the Minister of Culture and Information Policy Oleksandr Tkachenko on the Government's decision.

The Creative Economy Development Council is a temporary advisory body of the Cabinet of Ministers.

The co-chairs of the Council were appointed Deputy Prime Minister - Minister of Digital Transformation Mykhailo Fedorov and Minister of Culture and Information Policy Oleksandr Tkachenko.

They must approve the personnel of the Council. It is expected to include deputy ministers, representatives of line committees of the Verkhovna Rada, the Office of the President of Ukraine, central executive bodies, government agencies and organizations.

Among the main objectives of the Council are as follows:

coordination of actions of executive bodies and local self-government, civil society and business on the development of creative industries;

establishing a direct dialogue in the government-business format, including at the regional level, in order to involve business and the general public in professional discussions on the development of creative industries;

preparation of proposals and recommendations for improving legislation aimed at stimulating the development of creative industries, the introduction of mechanisms to increase the competitiveness of Ukrainian creative products in domestic and foreign markets, improving mechanisms to protect the rights and legitimate interests of business in the creative industries.

Within the framework of the Council's activity, temporary working groups may be set up upon its decision, that will be responsible for preparing professional expert analyzes and proposals in the areas of work. The decisions of the working groups will be submitted for consideration and approval to the Council.

The document stipulates that the Council submits to the Cabinet of Ministers developed recommendations and proposals that can be implemented through Government decisions.

Meetings of the body will be held at least once every three months. Organizational, informational, logistical support of the Council's activities will be provided by MCIP.

It should be noted that the support of creative industries and the creation of legal conditions for their development are provided by the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other. In addition, the development of culture, creative industries, tourism and information policy are among the key objectives of the Government for 2021.
