During its sitting on August 19, the Cabinet of Ministers of Ukraine has approved the Procedure for Financing Election Commissions during the Preparation and Conduct of Local Elections Scheduled for October 25, 2020. The document determines the sources of funding, the mechanism for transferring funds to territorial election commissions, as well as the mechanism for returning unused funds.
"A total of UAH 2.3 billion will be allocated for local elections. A safe and transparent election process should take place on October 25 to ensure that people have their representatives on the ground. This is a very important step towards the completion of decentralization reform, as these elections will take place on a new administrative-territorial basis," said Prime Minister Denys Shmyhal.
The Prime Minister commissioned the Ministry of Health to develop recommendations to ensure the conduct of local elections in a safe environment and to submit them to the Central Election Commission and territorial election commissions.
"We already have appeals and proposals from public organizations to provide election commissions with the necessary means of protection. I ask the Ministry of Health to work out this issue, to develop recommendations for the safe conduct of the election process. There is not much time left, so please do not postpone this issue," the Prime Minister said.
In addition, the Cabinet of Ministers approved a draft resolution on the Procedure for Financing the Production by the State Register of Voters of Voter Lists and Registered Invitations to ensure the preparation and conduct of voting in local elections.
