Ministry of Digital Transformation: Ukraine launches Geoportal of the state-level Urban Planning Cadastre
From now on, government bodies, local administrations, certified architects, engineers, and experts can efficiently work with urban planning documentation online through the state-level Urban Planning Cadastre Geoportal.
The Geoportal enables users to operate within electronic portals for clients, developers, and assessors, upload documents online, automatically verify geospatial data, and view materials in a user-friendly format.
How does it work?
Local government bodies upload documents to the Urban Planning Cadastre (UPC), making them immediately accessible to portal users. Currently:
- 1,237 communities have the authority to commission urban planning documentation;
- 1,015 communities are already connected to the system;
- The database contains 1,843 active urban planning documents and 307 draft documents.
What is the UPC?
The state-level Urban Planning Cadastre is a key component of Ukraine’s digital recovery reform. It integrates with seven state systems and registers, facilitating not just construction and reconstruction but doing so in an accountable and efficient manner.
The UPC streamlines the process of obtaining permits, reduces construction-related conflicts, and eliminates risks of data loss or falsification. The system ensures swift information exchange among all stakeholders.
Additionally, the cadastre serves as the foundation for other critical digital initiatives: DREAM, eVidnovlennia, and the Register of Damaged and Destroyed Property. Through the cadastre, recovery processes become more transparent and accessible to all.
The cadastre’s development began in 2024, in line with Ukrainian legislation and international commitments, including the EU’s Ukraine Facility programme. The Urban Planning Cadastre is also part of the State Anti-Corruption Programme, helping to mitigate risks of abuse in the construction sector.

Background
The state-level Urban Planning Cadastre is being implemented through collaboration between the Ministry of Digital Transformation and the Ministry for Communities and Territories Development, with support from the Digitalisation for Growth, Integrity and Transparency (UK DIGIT) project, executed by the Eurasia Foundation and funded by UK Dev. The project’s partner is the East Europe Foundation.
