Ministry of Digital Transformation: Ukraine rises 14 positions in global AI ranking in one year

Ukraine is confidently moving towards global technological leadership. In just one year, we have risen 14 ranks in the Government AI Readiness Index 2025 ranking by the British agency Oxford Insights.

Ukraine ranked 40th in the global ranking of 195 countries and was among the top ten leaders in AI development in Eastern Europe. In terms of certain indicators, our country is already ahead of the leaders in the ranking — the United States and the United Kingdom:

  • 99.63% — a record level of digitisation of public services;
  • 92.25% — compliance of legislation with international standards.

The defence cluster has a particular impact on the development of technology. We are actively integrating digital solutions in the field of artificial intelligence for defence needs.

This year has been a turning point for the development of AI in Ukraine. We created the WINWIN AI Centre of Excellence, and it has yielded results. In just 9 months:

  • Diia.AI, the world's first national AI assistant for public services, launched on the Diia portal.
  • Work began on a large Ukrainian language model and AI Factory infrastructure.
  • Sandbox was launched for the development of AI and blockchain products.
  • AI is already being integrated into Mriia, Diia, the Ministry of Digital Transformation's ecosystem projects, and government processes.

There is more to come. We will present the AI Development Strategy until 2030, launch an AI assistant in the Diia application, and introduce a national language model. Our mission is to become one of the world's top three leaders in the development and implementation of artificial intelligence in the Government sector.
