Ministry of Digital Transformation: How the EU is helping Ukraine build a digital state – outcomes of EU4DigitalUA

Together with the European Union and the Foundation for the Internationalisation of Public Administrations of Spain (FIAP), we have completed the implementation of the EU4DigitalUA programme. Over the past five years, the project has become a powerful driver of Ukraine’s digital transformation, helping to strengthen state institutions, develop digital skills among Ukrainians, and increase the level of digitalisation in the country.

The results and achievements of the programme were discussed at the conference “EU4DigitalUA: 5 Years of Digital Change”.

The event featured speeches by First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov and the Ministry of Digital Transformation team.

“We continue to build the most convenient digital state in the world. And this is possible thanks to our partners, as the strongest results are born from collaboration. With the support of the European Union under the EU4DigitalUA project, together with FIAP we have implemented dozens of initiatives that have made public services faster and more convenient for millions of Ukrainians – from Updated Informatics – IT Studios on the Diia.Education platform to the development of 5G. I am grateful to our partners for their systematic support of digital solutions that improve people’s lives every day,” noted Mykhailo Fedorov.

EU4DigitalUA has become one of the key partners of the Ministry of Digital Transformation on the path to European integration. The project provided expert and technical support during Ukraine’s preparation for negotiations on Chapter 10 “Digital Transformation and Media”, participation in the screening of EU legislation, and the harmonisation of Ukrainian norms with European directives – in particular NIS2 and the AI Act.

Thanks to EU4DigitalUA support, we have also implemented:

  • promotion of new digital services in Diia, such as: Diia.Signature, uResidency, e-Entrepreneur, Diia.Engine;
  • training of hundreds of civil servants under the CDTO Campus;
  • development of a new Law on the Protection of Personal Data;
  • creation of educational series for Ukrainians on Diia.Education;
  • conducting more than 15 national information campaigns reaching over 34 million citizens;
  • support for three Diia Summits.

Asier Santillán Luzuriaga, Head of the European Integration, Governance and Rule of Law, Civil Society Section at the EU Delegation to Ukraine, emphasised during the event that the European Union is proud to be a long-term partner of Ukraine in digital transformation. Through EU4DigitalUA, state institutions has been strengthened, citizens’ digital skills improved, and trust in e-governance increased – all essential for building an open and secure digital state. Ukraine’s achievements demonstrated the power of partnership and how shared European values and standards could deliver tangible benefits to citizens.

We are grateful to the EU and international partners for their systematic support of Ukraine’s digitalisation.

EU4DigitalUA is part of the European Union’s support for Ukraine and continues the work of the EGOV4UKRAINE project, implemented from 2016 to 2021 under the U-LEAD with Europe programme. With a budget of EUR 20.5 million, EU4DigitalUA focuses on the further development of digital governance infrastructure, public e-services, cybersecurity, and data protection. The project is funded by the European Union and jointly implemented by the Foundation for the Internationalisation of Public Administrations (FIAP, Spain) and the e-Governance Academy (eGA, Estonia).
