Ministry of Digital Transformation: 14 new categories added to the Register of Damage – claims will become available in Diia following technical implementation

The Government has adopted a resolution enabling the launch of the full range of categories envisaged by the International Register of Damage for the submission of claims relating to reparations for harm caused by the aggression of the russian federation against Ukraine. Once the necessary technical functionality is in place, businesses, the state and citizens will be able to submit claims through the Diia portal under an additional 14 categories. The aim is to document the consequences of the war and ensure that russia pays for every crime committed.

What Ukrainians will be able to record (Category A)

Previously, individuals could submit claims to the International Register of Damage under 16 categories, including damage to or destruction of housing, forced internal displacement or displacement abroad, the death of a close family member, enforced disappearance, torture, sexual violence and other losses caused by russian aggression.

Following technical implementation, Diia will also enable claims relating to loss of access to healthcare and education. In addition, Ukrainians will be able to register other economic losses, as well as violations of human rights, international humanitarian law, and the laws and customs of war.

What the state will be able to record (Category B)

The Government has significantly expanded the opportunities for public authorities, local governments and state institutions to document losses. Once the relevant services are launched, they will be able to submit claims concerning environmental damage, the looting of natural resources, and the costs of demining territories.

The state will also be able to file claims relating to damage to cultural heritage, humanitarian expenditures incurred in supporting the population, and other property losses.

How business losses will be recorded (Category C)

Businesses will also gain additional opportunities to seek justice. They will be able to register damage to or destruction of cultural property.

In addition, companies will be able to submit information on relocation and evacuation expenses, humanitarian expenditures and other economic losses as soon as these categories are technically activated.

The Ministry of Digital Transformation continues to develop convenient tools to ensure that every affected person can record damage suffered and contribute to the process of securing fair reparations from the aggressor state.

The new categories will be introduced in Diia gradually, following their technical implementation. The launch of each service will be announced separately.
