Ministry of Social Policy, Family and Unity develops IDP Pathway digital tool to support individuals from evacuation to integration
On 11 November, a meeting dedicated to issues of protection of rights of IDPs took place with participation of representatives of international organisations, and heads of diplomatic missions of foreign states in Ukraine.
Participants discussed key areas of state policy in supporting internally displaced persons (IDPs). In particular, the focus was on access to housing, education, medical and social services, as well as creating conditions for their long-term integration into communities.
Denys Uliutin emphasised that the IDP issue is one of the state’s priorities.
“Policy on IDPs must focus not just on payments but on the individual and their needs. That is why we continue working on the IDP Support Strategy. I thank our international partners and Members of Parliament involved in this process. It is a clear step-by-step plan. First, housing; second, systematic support; and third, reintegration and job search,” reported Denys Uliutin.
In addition, the Minister outlined two current areas of work: developing the IDP Pathway digital tool, which will provide support at every stage – from evacuation to integration – and implementing housing policy, including preferential credit programmes and social rental.
Denys Uliutin stressed that successful implementation of these initiatives is impossible without cooperation between state structures, international organisations, and the expert community, as it involves not only financial mechanisms but also knowledge and experience exchange: “This is extremely important because, at the moment of displacement, people lose everything – not just housing but social connections, friends, and the place where they felt comfortable and understood what the future held.”
The Commission Chair, Pavlo Frolov, also highlighted the need for honest and open dialogue to find effective solutions to the challenges faced by internally displaced persons today.
“Only together can we create conditions for every internally displaced person to find a home, regain dignity, and feel confident about tomorrow. We aim for this dialogue to continue through concrete actions and decisions,” noted Pavlo Frolov.
