Ministry of Social Policy, Family and Unity integrates NGO experience into new Social Policy Strategy: Denys Uliutin


The Ministry of Social Policy, Family and Unity of Ukraine is working on an updated Social Policy Strategy in Ukraine, the foundation of which will be the optimisation of social services in accordance with the needs of those who most require support.

On 15 October, Denys Uliutin met with representatives of civil society veteran organisations Pryncyp, Space of Opportunities, Veteran Hub, and Legal Hundred to discuss proposals for developing social services for veterans, ensuring access to prosthetics services, and the pension system for combatants.

“We want to integrate the experience and analytical developments of the public sector into the new Strategy, on which we are currently working. The audience of social services recipients has changed – today this also includes young men and women. We must take this factor into account, as well as make services more accessible in the regions. We will develop the market for social services providers at the local level. There must be a procurer, clear standardisation, and quality monitoring. If a person cannot receive a quality service from the community, the state must provide it. In other words, the state must protect a person’s right to a social service,” the Minister emphasised.

He also added that the Ministry is currently working on changes to the pension provision model, which will involve a transition from special pensions to professional ones.
