Ministry for Communities and Territories Development: Nearly 3,700 more families to purchase new homes with eVidnovlennia certificates

The Cabinet of Ministers has approved an additional UAH 4.8 billion for the eVidnovlennia (eRecovery) programme. The funds will support housing certificates under the HOME: Compensation for Destroyed Housing project. This will enable nearly 3,700 more families, whose homes were destroyed due to russia’s armed aggression, to purchase new housing.

“We are grateful to the Council of Europe Development Bank for their partnership, which enables us to systematically assist people who lost their homes due to the war. The eVidnovlennia programme is tangible state aid and a real support tool. Over 120,000 families have already received compensation through it. This year, we plan to issue another 60,000 payments and certificates, supporting around 180,000 families in total,” said Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba.

The funding is provided under an agreement signed between the Ministry for Communities and Territories Development and the Council of Europe Development Bank (CEB) during the Ukraine Recovery Conference (URC) in Rome in July 2025.

Under the eVidnovlennia programme, over 120,000 families have received compensation. Assistance for repairing damaged housing has been provided to 97,600 families, totalling UAH 9.8 billion. Housing certificates for destroyed homes have been issued to 22,100 families for UAH 32.1 billion, with over 14,600 already used to purchase new housing worth UAH 23 billion. Additionally, 632 individuals have received the first tranche of payments for rebuilding homes on their own land, amounting to UAH 775 million.
