Ministry for Communities and Territories Development сontinues preparations for screening with the European Commission on the negotiating chapter "Regional Policy"

The bilateral screening under Chapter 22, “Regional Policy and Coordination of Structural Instruments” will take place in September 2025.

At the initiative of the Ministry for Communities and Territories Development of Ukraine, a two-day strategic workshop was held in Kyiv to prepare for the bilateral screening under Title 22, “Regional Policy and Coordination of Structural Instruments”.

The event brought together representatives of ministries, experts, international partners, and civil society.

The strategic meeting was aimed at shaping a common vision, establishing a professional dialogue, and mutual understanding between all key stakeholders. Preparation of the first versions of presentations for the meeting with the European Commission has already begun, topical issues have been worked out, and coordination between government agencies has been ensured. In addition, Ukraine's general approach to this stage of negotiations was agreed upon with its partners.

In his speech, Deputy Minister for Communities and Territories Development of Ukraine Oleksii Ryabikin thanked the international partners for their support and exchange of practical experience, which contribute to the formation of a modern system of regional development in Ukraine.

"We have been actively cooperating with the Organization for Economic Cooperation and Development, the U-LEAD Program and the Ministry of Development Funds and Regional Policy of Poland to prepare for the bilateral screening under Chapter 22. Together we are working to improve the methodology of regional policy, strengthen the capacities of regions and communities, as well as enhance their institutional readiness for effective participation in the EU cohesion policy," the Deputy Minister said.

As part of the regional policy reform, Ukraine has already made a number of important steps: developed an integrated planning model, started implementing a territorially-oriented approach, prepared relevant legislative changes, and is actively using digital tools as well as coordinating cooperation with partners.

The screening is the first official stage of the negotiation process on Ukraine's accession to the European Union. It involves an analytical review of Ukrainian legislation for compliance with EU acquis within 35 negotiating chapters.

Chapter 22 is one of these 35 chapters. It covers the following areas: interagency coordination, strategic planning, financial management, and involvement of regions in policy making. Therefore, high-quality preparation for this stage is key for the further effective use of European support and development instruments.
