The goal of the changes is to create a unified, transparent, and fair system that reflects real market prices, ensures efficient use of public and donor funds, and increases trust in the reconstruction processes. Updating the system is necessary because most cost estimation standards are updated slowly or fail to keep up with the market. This leads to price distortions, reduced transparency in calculations, and an imbalance in conditions for market participants. The new model shall incorporate international practices, digitize processes, and adhere to the principle of openness in determining the cost of construction work.

To achieve this, a Working Group on Improving the Construction Pricing System, led by Deputy Minister Natalia Kozlovska, has been established under the Ministry. The group includes representatives from government bodies, construction companies, associations, the expert community, and international anti-corruption initiatives.

"We are developing a pricing system that will be transparent, modern, and understandable for all market participants. This is the foundation of trust—both from communities and from international partners helping Ukraine recover," said Natalia Kozlovska.

The Working Group is already working on updating approaches to determining the cost of projects, including monitoring material prices, calculating general production and administrative expenses, profit, justifying wage levels, costs for client services, and engineering services.

The first proposals for changes in the pricing system are expected to develop by the end of the year.
