Ukraine and European parliamentarians discuss priority defence needs, defence industry support and win-win partnerships: Ministry of Defense

Deputy Minister of Defence of Ukraine for European Integration Sergiy Boyev met with a delegation of the United for Ukraine (U4U) global parliamentary network. 

The foreign delegation was led by Žygimantas Pavilionis, Deputy Chair of the Committee on Foreign Affairs of the Seimas of the Republic of Lithuania.

Support for Ukraine remains a priority for Europe

Sergiy Boyev thanked European partners for their unwavering support for Ukraine as Ukraine endures the fifth year of russia’s full-scale armed aggression. He briefed the participants on the security situation, current threats and the measures Ukraine is taking in response to the aggressor’s actions.

For their part, the European partners reaffirmed that continued military support for Ukraine remains an unequivocal priority for Europe.

Priority needs of the Defence Forces of Ukraine

During the meeting, the two sides discussed the current needs of the Defence Forces of Ukraine. Key priorities include:

• strengthening air defence;
• Ukrainian drones and missiles;
• long-range artillery ammunition.

These areas require priority funding, as they directly affect Ukraine’s ability to deter russian attacks and enhance the capabilities of its forces on the front.

Funding Ukraine’s defence production

The two sides also held a dedicated discussion on support for Ukraine’s defence production in 2026–2027. Ukraine counts on continued and increased support for domestic manufacturers of unmanned systems, including through the Ukraine Support Loan mechanism.

Funding Ukrainian production enables solutions that have already proven effective in combat to be scaled up more quickly and helps strengthen the defence capabilities of Ukraine and Europe.

Defence industry, technologies and joint projects

The parties also discussed prospects for integrating Ukraine’s defence industry into the European market. Particular attention was given to cooperation under the Build with Ukraine programme, joint production and the Drone Deal initiative.

Ukraine stands ready to share its combat experience, data and modern warfare technologies with partners. This lays the foundation for mutually beneficial cooperation that strengthens not only Ukraine but also the defence capabilities of its European partners.
