The Ministry of Economy discussed the human capital development strategy presented by the Tony Blair Institute for Global Change (TBI).
According to Tetiana Berezhna, Deputy Minister of Economy, the Tony Blair Institute conducted a study of the labour market in Ukraine and identified the main tools to engage Ukrainians in economic activity. The main categories of people the study focuses on include young people, women, people with disabilities, internally displaced persons, Ukrainians under temporary protection abroad, and the economically inactive population.
“We engage world-renowned institutions with a wealth of international experience to implement the most effective policies to strengthen the labour market. The Tony Blair Institute has presented nine areas that can help increase employment and economic activity in both the short and long term,” she explains.
According to Tetiana Berezhna, the work is currently focused on three main areas:
Thus, according to a study by the Tony Blair Institute, 37% of unemployed people in Ukraine are currently ready to change their profession or undergo retraining. Last year, the Ministry of Economy, together with the State Employment Service and donors, implemented a number of retraining programmes for Ukrainians. About 100,000 people have learned new professions or upgraded their skills.
The parties also discussed the structural challenges posed by the war and mass migration affecting the labour market in Ukraine. In particular, they stressed the need to create effective tools for returning Ukrainians home, engaging them in employment, developing entrepreneurship and creating jobs.
“The role of human capital is one of the key factors in the recovery, growth and strengthening of our economy. I would like to thank my colleagues from the Tony Blair Institute for a fruitful meeting and joint search for ways to improve the situation with the labour market in Ukraine. We will strengthen our cooperation in this area,” said Tetiana Berezhna.
