Ministry for Recovery, Infrastructure and Transport introduced recovery priorities to the diplomatic corps: meeting summary with ambassadors

First Deputy Minister for Recovery, Infrastructure and Transport Serhiy Derkach took part in the annual meeting of heads of Ukraine’s foreign diplomatic missions, held this year under the motto “Restoring Peace and Ukraine’s Leadership.”

The key topic of discussion was the current priorities of the Ministry in the field of recovery, infrastructure, and transport.

Such meetings are part of the ongoing dialogue the Ministry maintains with the diplomatic corps. Diplomatic missions are often the first to open doors to new partnerships and help secure financing, technologies, and investors.

During the meeting, Serhiy Derkach outlined three main directions on which the Ministry is currently focused:

Preparation for the heating season and implementation of resilience plans. These are the most important tasks for the coming months. More than half of the needs have already been financed, and backup power supply is covered at 75%. Construction of over 200 protective structures for critical facilities is planned. At the same time, there remains a need for powerful generators and modular block boilers for communities.

Resilience of the transport system. In July alone, dozens of attacks on Ukrainian ports and civilian vessels were recorded; in the first half of the year, more than a thousand attacks targeted railway infrastructure, and over 4,000 kilometers of roads were damaged. Ensuring resilience and rapid restoration of infrastructure is therefore crucial. Key tasks include supplying locomotives for Ukrzaliznytsia, equipment for repair works, pontoon bridges, etc. Special attention is given to the newly established Transport Support Fund of Ukraine and expanding the network of participating countries.

Recovery of regions, social infrastructure, and mobilizing international support for reconstruction projects

The focus is both on attracting resources for the implementation of recovery projects and on expanding the network of special envoys for reconstruction.

A separate emphasis of the discussion was the attacks on ports and civilian shipping as a threat to food security in dozens of countries dependent on Ukrainian grain exports—primarily in the Global South.

Serhiy Derkach urged participants to maintain active information campaigns among the authorities and business communities of their countries about russia as the cause of disrupted Ukrainian product deliveries and blocked ports. This is a distinct priority in cooperation with embassies, especially in Global South countries. Ukraine consistently works with partners to ensure freedom of navigation and protect civilian port infrastructure.

The First Deputy Minister also informed participants about Ukraine’s priority in using the public-private partnership format for facilities that require reconstruction.

“We want international business to see Ukraine not just as a country in need of assistance, but as a partner country where investment is possible today. We have formed a pipeline of projects in transport infrastructure, ports, and logistics. For Ukraine, this is an opportunity to attract investments in reconstruction on clear and equal terms for investors,” emphasized Serhiy Derkach.

The Ministry will continue to maintain direct contact with the diplomatic corps regarding the list of priority recovery areas, projects, technical information, and participation in joint meetings, in order to move these agreements from words to practical implementation.
