Ministry for Recovery, Infrastructure and Transport presented to Estonia Ukraine’s experience in coordinating civilian evacuation during war

Deputy Minister for Recovery, Infrastructure, and Transport of Ukraine Oleksii Riabykin held a meeting with representatives of the Estonian Social Insurance Board, the Estonian Ministry of Social Affairs, and the International Organization for Migration (IOM).

The focus of the meeting was Ukraine’s experience in organizing civilian evacuation, the functioning of the Coordination Headquarters for Evacuation Measures, and the development of international cooperation in responding to challenges caused by the war.

"In conditions of full-scale war, we must improve mechanisms for coordinating civilian evacuation and interaction among all involved bodies. Sharing practical experience allows us to present Ukraine’s successful solutions and take into account the achievements of other countries for further improvement," noted Oleksii Riabykin.

During the meeting, the Ukrainian side presented the work of the Coordination Headquarters for Evacuation Measures. Participants also discussed the system of support for evacuated populations. Currently, Ukraine operates 15 transit centers and 1 reception point, which provide registration, needs assessment, humanitarian, medical, psychological, and legal assistance, as well as the organization of further relocation of people.

The visit of the Estonian delegation was organized with the support of the International Organization for Migration (IOM).

The Coordination Headquarters for Evacuation Measures is a temporary advisory body of the Cabinet of Ministers of Ukraine, ensuring coordination of actions by central and local executive authorities, military administrations, and other stakeholders in matters of civilian evacuation.
