Ministry of Finance: Over the past week, entrepreneurs received UAH 4.2 billion in 988 preferential loans under the “5-7-9%” state program

Over the past week, as part of the “Affordable Loans at 5-7-9%” state program, representatives of micro, small, and medium-sized businesses received 988 preferential loans totaling UAH 4.2 billion from 48 authorized banks, of which 705 loans totaling UAH 2.2 billion were provided by state-owned banks.

Since the beginning of 2026, entrepreneurs have received 19,084 loans totaling UAH 83.7 billion under the 5-7-9 program, of which 12,312 loans totaling UAH 37.0 billion were provided by state-owned banks.

During the period of martial law in Ukraine, 118,772 loans totaling UAH 454.1 billion were issued (including 84,579 loans totaling UAH 222.2 billion from state-sector banks), of which, as of June 22 of this year:

  • UAH 68.71 billion was for investment purposes;
  • UAH 56.95 billion – loans for agricultural producers;
  • UAH 56.79 billion – for anti-war purposes;
  • UAH 88.16 billion – for working capital financing;
  • UAH 78.42 billion – for agricultural product processing;
  • UAH 7.96 billion – for energy service financing;
  • UAH 83.43 billion – for lending in areas of high military risk.

Since the Program’s launch, a total of 153,594 loan agreements have been signed for a total amount of UAH 543.7 billion; of these, 105,055 loan agreements totaling UAH 248.9 billion were signed by state-owned banks.

The Government, in particular the Ministry of Finance, continues to work on improving instruments to support Ukrainian businesses and attract funds from international partners for the development of entrepreneurship through affordable financing.

The development of the state programmes Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9% and Affordable Factoring contributes to job creation, economic accessibility and business support during the war.

The state continues to make all necessary compensation payments to businesses under loan agreements concluded within the framework of the Programme.

The Programme is implemented by the National Development Institution (NDI), which began its work on 1 January 2026 in accordance with the Law of Ukraine. The Ministry of Finance is authorised to manage the corporate rights belonging to the state in the authorised capital of the NDI and has approved its Charter. This completed the process of institutional transformation of the Business Development Fund (BDF) into the National Development Institution (NDI).
