Ministry of Finance: Over the past week, entrepreneurs received UAH 3.5 billion for 768 preferential loans under the “5-7-9%” Program

Over the past week, under the “Affordable Loans at 5-7-9%” state program, representatives of micro, small, and medium-sized businesses received 768 preferential loans totaling UAH 3.5 billion from 48 authorized banks, of which 500 loans worth UAH 1.7 billion came from state-owned banks.

Since the beginning of 2026, entrepreneurs have received 18,096 loans totaling UAH 79.4 billion under the "5-7-9" Program, of which 11,607 loans totaling UAH 34.8 billion were provided by state-run banks.

During the period of martial law in Ukraine, 117,784 loans totaling UAH 449.8 billion were issued (including 83,874 loans totaling UAH 220.1 billion from public sector banks), of which, as of June 15 of this year:

- UAH 67.99 billion – for investment purposes;

- UAH 56.77 billion – for agricultural producers;

- UAH 56.81 billion – for anti-war purposes;

- UAH 87.77 billion – for working capital financing;

- UAH 77.48 billion – for agricultural product processing;

- UAH 7.77 billion – for energy service financing;

- UAH 81.67 billion – lending in high military risk zones.

In total, since the Program’s launch, 152,606 loan agreements have been signed for a total amount of UAH 539.5 billion, including 104,350 loan agreements totaling UAH 246.7 billion signed by state-owned banks.

The Government, in particular the Ministry of Finance, continues to work on improving instruments to support Ukrainian businesses and attract funds from international partners for the development of entrepreneurship through affordable financing.

The development of the state programmes Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9% and Affordable Factoring contributes to job creation, economic accessibility and business support during the war.

The state continues to make all necessary compensation payments to businesses under loan agreements concluded within the framework of the Programme.

The Programme is implemented by the National Development Institution (NDI), which began its work on 1 January 2026 in accordance with the Law of Ukraine. The Ministry of Finance is authorised to manage the corporate rights belonging to the state in the authorised capital of the NDI and has approved its Charter. This completed the process of institutional transformation of the Business Development Fund (BDF) into the National Development Institution (NDI).
