Ministry of Finance: Entrepreneurs received UAH 1.6 billion in 588 preferential loans under the state program “5-7-9%” in one week
Last week, within the framework of the State Program “Affordable Loans at 5-7-9%,” representatives of micro, small, and medium-sized businesses received 588 preferential loans totaling UAH 1.6 billion from 48 authorized banks. Of these, 435 loans worth UAH 0.8 billion were issued by state-owned banks.
Since the beginning of 2026, entrepreneurs have received 22,650 loans worth UAH 104.5 billion under the “5-7-9%” Program, including 14,904 loans worth UAH 47.5 billion from state-owned banks.
During martial law in Ukraine, 122,812 loans totaling UAH 477 billion have been issued (including 87,171 loans worth UAH 232.8 billion by state-owned banks). As of July 27 of this year, the breakdown is as follows:
• UAH 72 billion – for investment purposes;
• UAH 89.91 billion – for working capital financing;
• UAH 57.65 billion – for agricultural producers;
• UAH 85.70 billion – for agricultural product processing;
• UAH 9.91 billion – for energy service financing;
• UAH 56.81 billion – for anti-war purposes;
• UAH 91.20 billion – for lending in high war-risk zones.
In total, since the launch of the Program, 157,634 loan agreements worth UAH 566.6 billion have been signed, of which 107,647 agreements worth UAH 259.4 billion were concluded with state-owned banks.
The Government, including the Ministry of Finance, continues to work on improving tools to support Ukrainian business and attracting funds from international partners to foster entrepreneurship through affordable financing.
The development of state programs such as “Affordable Loans at 5-7-9%,” “Affordable Financial Leasing at 5-7-9%,” and “Affordable Factoring” contributes to job creation, economic inclusivity, and business support during wartime.
The state continues to make all necessary compensation payments to businesses under signed loan agreements within the Program.
The Program is implemented by the National Development Institution (NDI), which began operations on January 1, 2026. The Ministry of Finance is authorized to manage the state’s corporate rights in the NDI’s charter capital and has approved its Charter. This completed the institutional transformation of the Entrepreneurship Development Fund into the National Development Institution.
