Ministry of Finance: In 2025, general fund of local budgets received UAH 514 billion (+UAH 63 billion compared to 2024)

In 2025, the general fund of local budgets was replenished by UAH 514 billion, which is UAH 63 billion more than in 2024.

The main revenues of the general fund of local budgets (excluding interbudgetary transfers) in 2025 were:

  • UAH 300.3 billion – personal income tax (PIT);
  • UAH 76.4 billion – single tax;
  • UAH 45.3 billion – land tax;
  • UAH 37.1 billion – excise tax;
  • UAH 20.4 billion – corporate income tax on private sector enterprises;
  • UAH 12.7 billion – real estate tax.

The highest growth in general fund revenues of local budgets until 2024 was recorded in the following regions: Kyiv (+22.8%), Volyn (+22.2%) and Zakarpattia (+21.0%).

The increase in revenues in these regions is due, in particular, to the fact that most internally displaced persons and businesses have moved to these regions from territories where hostilities are or were taking place, or from territories that were or are temporarily occupied by the russian federation.

Accordingly, the lowest income was in regions where active hostilities are taking place or whose territories were or are temporarily occupied by the russian federation, in particular in Donetsk, Luhansk, Kherson and Zaporizhzhia regions.

Thanks to the rapid adaptation of enterprises, state authorities and local self-government bodies to martial law, it was possible to increase the revenues of the general fund of local budgets by 14% in 2025 compared to 2024.

These resources enable local self-government bodies to continue financing priority needs at the local level.

It should be noted that in 2025, the Ministry of Finance ensured the transfer of UAH 195.4 billion from the State Budget to the general fund of local budgets.
