Last week, entrepreneurs received 271 soft loans totalling UAH 1.2 billion from authorised banks under the State Programme ‘Affordable Loans at 5-7-9%’, including 219 loans from public sector banks for over UAH 0.6 billion.
Since the beginning of 2024, entrepreneurs have received 16,927 loans worth UAH 63.3 billion under the Programme, including 12,895 loans worth UAH 32.9 billion from public sector banks.
During the period of martial law in Ukraine, 61,069 loans worth UAH 240.6 billion were issued (including 45,929 loans worth UAH 123.3 billion by public sector banks), of which, as of 23 September this year:
- UAH 25.53 billion - for investment purposes;
- UAH 63.84 billion - for working capital financing;
- UAH 39.68 billion - loans to agricultural producers;
- UAH 21.79 billion - for the processing of agricultural products;
- UAH 57.56 billion - for anti-war purposes;
- UAH 18.43 billion - lending in the area of high military risk.
A total of 95 891 loan agreements worth UAH 330,3 billion have been signed since the start of the programme, including 66 405 agreements worth UAH 150 billion by public sector banks.
The programme is implemented by the Entrepreneurship Development Fund (EDF), whose sole participant is the Government of Ukraine, represented by the Ministry of Finance, which coordinates all key aspects of the Fund’s activities.
Under the Government’s Affordable Loans at 5-7-9% programme the EDF has entered into cooperation agreements with 46 banks. The state continues to make all necessary compensation payments to businesses under the loan agreements concluded under the Programme.
On 13 September this year, the Government supported the changes proposed by the Ministry of Finance to improve the processes of providing financial state support to micro, small and medium-sized enterprises, which is especially important in the context of a full-scale war. First of all, it concerns the development of the Government’s Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9%, and Affordable Factoring programmes.
