Ministry of Finance: UAH 4.3 billion — the amount of 396 state-guaranteed loans issued in June to micro, small, and medium-sized businesses

As part of support for micro, small, and medium-sized enterprises (MSMEs) in Ukraine, since the introduction of the portfolio-based state guarantee instrument in December 2020, 58,307 loans have been issued totaling UAH 209.9 billion.

During martial law, entrepreneurs received 53,082 such loans worth UAH 199.3 billion from authorized banks.

In June of this year, 396 loan agreements were concluded for UAH 4.3 billion.

As of July 1, 2026, 30 creditor banks service 19,237 loans totaling UAH 84.3 billion. Obligations on the principal debt partially secured by portfolio-based state guarantees amounted to almost UAH 38.3 billion — 63% of the total limit of active guarantees (UAH 60.4 billion).

By loan volume, the leading banks are:

  • PrivatBank — 11,761 loans totaling UAH 21.1 billion (42% of the bank’s guarantee limit)
  • Oschadbank — 3,180 loans worth UAH 13.7 billion (63% of its limit)
  • Ukreximbank (also acting as agent for the program) — 593 loans worth nearly UAH 11 billion (81% of its limit)
  • PUMB — 765 loans worth UAH 10.3 billion (81% of its limit)
  • Ukrgasbank — 780 loans worth UAH 8.5 billion (55% of its limit)

The largest volume of such loans is serviced in Kyiv — 2,305 loans worth UAH 12.6 billion, as well as in:

  • Dnipropetrovsk region — 1,688 loans worth UAH 6.7 billion
  • Kharkiv region — 982 loans worth UAH 6.5 billion
  • Lviv region — 1,431 loans worth UAH 5.9 billion
  • Kyiv region — 1,212 loans worth UAH 5.3 billion
  • Odesa region — 1,266 loans worth UAH 4.9 billion

By type of economic activity, the leaders are:

  • Manufacturing industry — 4,948 loans worth UAH 30.7 billion
  • Agriculture — 3,300 loans worth UAH 24.8 billion
  • Wholesale and retail trade, vehicle repair — 7,598 loans worth UAH 20 billion
  • Transport, warehousing, postal and courier services — 936 loans worth UAH 2.3 billion
  • Construction — 745 loans worth UAH 2.2 billion
  • Electricity, gas, steam, and air conditioning supply — 61 loans worth UAH 1.2 billion
