Ministry of Finance: UAH 4.2 billion – the total amount of 867 state-guaranteed loans issued in February to micro, small, and medium-sized businesses
As part of support for micro, small, and medium-sized enterprises (MSMEs) in Ukraine, 54,738 loans totaling UAH 188.4 billion have been issued since the introduction of the portfolio-based state guarantee instrument in December 2020.
During the period of martial law, entrepreneurs received 49,513 such loans totaling UAH 178 billion from authorized banks.
In February of this year, 867 loan agreements were signed for UAH 4.2 billion.
As of March 1, 2026, 29 lending banks are servicing 20,769 loans totaling UAH 80.5 billion. Principal debt obligations, partially secured by state guarantees on a portfolio basis, amounted to UAH 34.2 billion. This represents 57% of the total limit of current guarantees (UAH 60.5 billion).
The following banks lead in terms of the number of loans:
PrivatBank – 13,261 loans totaling nearly UAH 23 billion, which accounts for 44% of the limit of such guarantees provided to the bank;
Oschadbank – 3,106 loans totaling UAH 12.5 billion (49% of the bank’s limit);
Ukrgasbank – 953 loans totaling UAH 10 billion (69% of its limit);
FUIB – 741 loans totaling UAH 9.4 billion (71% of its limit);
Ukreximbank, which also acts as an agent under the state portfolio guarantee program, issued 504 loans totaling UAH 8.3 billion (57% of its limit).
The largest volume of such loans is serviced in Kyiv—2,485 loans totaling UAH 11.6 billion—as well as in the following regions:
Dnipropetrovsk region — 1,831 loans totaling UAH 6.3 billion;
Kharkiv region — 961 loans totaling UAH 6.1 billion;
Lviv region – 1,591 loans totaling UAH 5.8 billion;
Kyiv region – 1,343 loans totaling over UAH 5 billion;
Odesa region – 1,347 loans totaling UAH 4.7 billion.
By economic sector, the manufacturing industry took the lead this month with 4,928 loans totaling UAH 25.8 billion, followed by other sectors:
agriculture – 3,593 loans totaling UAH 25.4 billion;
wholesale and retail trade, vehicle repair – 8,550 loans totaling UAH 20.8 billion;
transportation, warehousing, postal and courier services – 1,051 loans totaling UAH 2.4 billion;
construction – 744 loans totaling UAH 2 billion;
as well as electricity, gas, steam, and air conditioning supply – 56 loans totaling UAH 0.9 billion.
