
Government approves measures to prevent russian fuel, oil and petroleum products from entering Ukraine
The Cabinet of Ministers of Ukraine has amended Resolution No. 1147 "On Prohibition of Importation of Goods Originating from the russian federation into the Customs Territory of Ukraine" to prevent russian fuel, oil and petroleum products from entering Ukraine. This draft resolution was prepared by the Ministry of Energy following discussions with market participants, together with the Ministry of Economy and the State Customs Service.
"From now on, fuel of undetermined origin, in other words, fuel from the russian federation, will not be permitted to enter the Ukrainian market. This is another important step to protect our national interests and sovereignty," said Deputy Minister of Energy of Ukraine Mykola Kolisnyk, commenting on the Government's decision.
He explained that previously, despite numerous sanctions, bans and embargoes, fuel of russian origin, oil and petroleum products had been entering the EU, Turkey and other countries, and from there to the Ukrainian market as a resource of unspecified origin.
"According to market participants, such resources are sold at a discount, which makes alternative routes for supplying non-russian/non-REBCO resources, which the market was actively building to overcome the shortage last year, economically unprofitable. This posed a significant risk of destabilising the fuel market," the Deputy Minister added.
The adopted amendments extend the ban on the following goods:
- crude oil and oil products derived from bituminous rocks (minerals)
- oil and oil products derived from bituminous rocks (minerals), other than crude oil; products not elsewhere specified, containing 70 wt% or more of oil or oil products derived from bituminous rocks (minerals)
- waste oil products;
- oil gases and other hydrocarbons in gaseous state;
- alternative motor fuels, not elsewhere specified;
- biodiesel and its mixtures, which do not contain or contain less than 70 wt.% of oil or oil products derived from bituminous rocks.
