In 2020, the process of reorganization of district state administrations (DSA) was launched. At the same time, the CASPs within the DSA prolong their activities and provision of quality public services to Ukrainians.
What changes will take place during the reorganization process?
320 DSAs are being reorganized by joining 100 DSAs in the administrative centers of the new districts;
Out of 40 DSAs, 13 DSAs will be formed in new districts that were lacking a district state administration before.
How will this affect CASP staff?
Until 2022, all CASPs under the DSA will operate until the CASP within the relevant local self-government bodies start working.
How will this affect citizens?
All citizens will still be able to visit the CASP and receive convenient government services.
"Affordable and high-quality administrative services for citizens are one of the priority areas of work for the Ministry of Digital Transformation. We are working to ensure that all CASPs are preserved during the reorganization of the DSA. The centers will work as usual, in particular, as territorial subdivisions of the DSA of newly formed districts," said Liudmyla Rabchynska, Deputy Minister of Digital Transformation.
In accordance with the Law of November 3, 2020, № 943-IX "On Amendments to Certain Legislative Acts of Ukraine on Optimizing the Network and Functioning of Centers for Administrative Services Provision and Improving Access to Administrative Services Provided in Electronic Form" CASPs established under the DSA continue to function before the beginning of work of the CASP established by the corresponding city, settlement councils.
According to the Resolution of the Cabinet of Ministers of April 18, 2012, № 606 "On approval of the recommendation lists of structural subdivisions of regional, Kyiv and Sevastopol city, district, District State Administrations in Kyiv and Sevastopol cities" in the structure of the DSA among the structural units for the exercise of executive power provides a unit for digital development, digital transformation and digitization and organization of CASP activity.
