Scaling business support and recovery financing: NDI presents its Strategy until 2030

An official presentation of the National Development Institute’s (NDI) Strategy until 2030 took place in Kyiv, defining the institution’s vision for development and its role in financing recovery, supporting businesses, and attracting investment to Ukraine.

The event brought together government officials, members of parliament, representatives of the NDI Supervisory Board, and leading international financial institutions. Participating in the presentation and discussion of reconstruction mechanisms were Ukrainian Minister of Finance Serhii Marchenko, German Ambassador Extraordinary and Plenipotentiary to Ukraine H.E. Heiko Thoms, NDI Supervisory Board Chair Mantas Šukavičius, and other representatives of the government and international partners.

The establishment of the NDI is the result of the transformation of the Entrepreneurship Development Fund (EDF), which was launched at the Ukraine Recovery Conference in 2024 as part of the German government’s “VISION: NDI 2.0” initiative. This year, the institution marks its 30th anniversary, having evolved from the German-Ukrainian Fund into a modern National Development Institution of the European scale.

“The Ministry of Finance highly values its long-standing and fruitful cooperation with the experts at the National Development Agency and the support of our international partners, particularly the Government of Germany and KfW. Today’s event served not only as a platform to showcase a true success story, but also to announce new plans. We have the NDI Development Strategy 2026–2030. But most importantly, we have an independent, professional, and capable institution of European level that works to develop Ukrainian business, support entrepreneurship, and restore the economy. “I wish the NDI team every success in scaling up their achievements and the inspiration to realize every ambitious goal, because your new accomplishments are a direct contribution to Ukraine’s resilience, recovery, and future,” emphasized Ukrainian Minister of Finance Serhii Marchenko.

The NDI Strategy 2026–2030 focuses on implementing high standards of transparency, expanding entrepreneurs’ access to capital, and developing innovative financial instruments.

“Germany is proud to have supported the establishment of this institution from the very beginning. Today, the National Development Agency is becoming one of the key instruments for Ukraine’s recovery and its path toward European Union membership. We see an institution with a clear mandate, a strong strategy, and an ever-increasing capacity to operate in accordance with the highest European standards. The German government and KfW will continue to be reliable partners of Ukraine throughout this journey,” noted H.E. Heiko Thoms, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Ukraine.

The NDI roadmap extends through 2030 and is divided into three sequential phases: establishing a strong institution regulated by the NBU, obtaining the status of a certified manager of EU funds, and launching capital market instruments. This phased approach will enable the institution to attract private capital and become the main driver of Ukraine’s economic recovery.

“The NDI’s strategy through 2030 is a clear action plan for Ukraine’s economic development. Together with our partners, we are building a transparent institution that guarantees businesses stable access to capital and creates the best conditions for micro, small, and medium-sized enterprises. Despite the challenges of a full-scale war, we are confidently moving toward the European Union, laying a solid foundation for our shared European future,” said Andrii Hapon, Chairman of the Board of the National Development Institution.

The discussion brought together Yurii Draganchuk, Deputy Minister of Finance for European Integration; Gabriel Blanc, Head of the European Commission’s Ukraine Reconstruction Task Force; Jens Busma, Head of Economic Cooperation and Development at the Embassy of the Federal Republic of Germany in Ukraine; Lorenz Gessner, Head of the KfW Representative Office in Ukraine; Andrii Teliupa, Adviser to the Minister of Economy, Environment and Agriculture of Ukraine; as well as members of the NDI Supervisory Board and representatives of the financial sector.

Speakers and participants at the event highlighted the exceptional importance of the Institution’s work over the past 30 years in reinforcing the financial sector and agreed to continue consolidating their efforts to expand programs designed to support Ukrainian entrepreneurship.
