  • EU member states agree to disburse EUR 4.2 billion to Ukraine based on achievement of Q2 2024 targets under the Ukraine Facility

    The European Union member states have positively assessed Ukraine’s report on the implementation of the indicators for the second quarter of 2024, which are provided for in the Ukraine Plan under the EU’s Ukraine Facility programme. The next step is for the EU Council to approve the decision in writing. This will allow Ukraine to receive the next instalment of macro-financial support in the amount of EUR 4.2 billion in September this year.

    “Today’s decision by the EU is an important milestone in our macro-financial planning, which will help us maintain economic stability. We hope for a positive decision from the EU Council as well. We are grateful to our partners for their support and continue to work actively on the next tasks to ensure further financial support for Ukraine,” commented Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

    In the second quarter of 2024, Ukraine fulfilled 9 indicators set out in the Plan for the Implementation of the Ukraine Facility. These are steps in the areas of digitalisation of the State Customs Service, budget planning, public investment reform, anti-corruption, corporate governance for state-owned companies, relaunch of the Economic Security Bureau, approval of the Integrated National Energy and Climate Plan, adoption of the Strategy and Plan for Thermal Modernisation of Buildings until 2050, and adoption of the Mine Action Strategy until 2033.

    In total, Ukraine expects to receive EUR 16 billion of support in 2024, of which EUR 3 billion will be in the form of grants. During the 3rd quarter of 2024, Ukraine plans to fulfil the next 9 indicators, which will allow it to receive EUR 4 billion in November 2024, of which EUR 1.5 billion will be grant funding. These are the following steps:

    • Increasing the staff of the Specialised Anti-Corruption Prosecutor’s Office.
    • Enactment of amendments to the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine on fighting corruption.
    • Approval of the action plan for the implementation of the Asset Recovery Strategy for 2023-2025.
    • Approval of a comprehensive Strategy for Demographic Development until 2040.
    • Adoption of the Deregulation Action Plan.
    • Entry into force of the Cabinet of Ministers’ resolution amending the State Strategy for Regional Development for 2021-2027.
    • Implementation of the REMIT Law.
    • Adoption of the Law of Ukraine on Prevention, Reduction and Control of Industrial Pollution.
    • Development of a concept note defining the scope of deviations from the rules of environmental impact assessment and strategic environmental assessment.

    Earlier, the European Commission gave a positive assessment of Ukraine’s report on the implementation of the second quarter 2024 indicators under the Ukraine Facility programme.

    The Ukraine Facility programme will help stabilise the macroeconomic and financial situation in the country and provide the necessary resources to support key sectors of the economy. This includes both private and public investment projects aimed at the recovery and development of Ukraine. The EU’s support will contribute to Ukraine’s resilience in the fight against russian aggression and help ensure sustainable growth in the long term.
