Coordinating support for people forced to leave their homes: Ministry of Social Policy, Family and Unity signs cooperation memorandum

The Ministry of Social Policy, Family and Unity of Ukraine and the Rokada Charitable Foundation have signed a Memorandum of Cooperation aimed at strengthening support for vulnerable groups, internally displaced persons (IDPs), and Ukrainians returning from abroad. The document was signed by Minister of Social Policy, Family and Unity Denys Uliutin and Chair of the Rokada Foundation Natalia Gourjii.

The memorandum provides for closer coordination to help people access the support they need more quickly as they reintegrate after returning to Ukraine or being internally displaced. In particular, it envisages cooperation to ensure the effective referral of requests for social, psychological, legal, and other forms of assistance based on individual needs.

“People forced to leave their homes because of the war should not be left to face their challenges alone. That is why we are strengthening cooperation with charitable organisations that have extensive practical experience in supporting people at the community level. Through better coordination, we want to ensure that everyone who needs help can receive it in a timely manner,” said Denys Uliutin, Minister of Social Policy, Family and Unity.

One area of cooperation will focus on supporting the reintegration of Ukrainians returning from abroad. The parties will coordinate assistance, help refer people to social, psychological, legal, and other essential services, and ensure support is tailored to each person’s individual needs.

The partnership will also strengthen support for internally displaced persons. In particular, the Ministry and the Rokada Foundation will coordinate efforts to establish temporary accommodation facilities for IDPs and ensure they provide appropriate living conditions.

In addition, the parties will work together to develop IDP councils and strengthen their institutional capacity. This is intended to promote greater participation by internally displaced persons in local decision-making and ensure their needs are more effectively reflected in community policies.
