Government improves procedure for issuing permits for special water use


The Government has improved the Procedure for issuing, reissuing and terminating permits for special water use. The decision is aimed at simplifying procedures in the field of water use in line with the requirements of the Water Code of Ukraine and European approaches to water resources management.

The updated procedure regulates the requirements for obtaining, reissuing or terminating permits in electronic form through the information system of the State Water Agency and its territorial bodies. It also simplifies the procedure for establishing water use limits for water users, improves the use of electronic signatures, coding of water intake points, and protection of applicants’ information.

Particular attention is paid to environmental protection measures in special water use permits, which water users must implement to achieve the water and environmental objectives set out in river basin management plans.

“Today it is important to create transparent, clear and modern rules in the field of water use. Digitalisation of permitting procedures simplifies access to administrative services and is an important step towards effective water resources management in line with European standards and the river basin management principle,” noted Iryna Ovcharenko, Deputy Minister of Economy, Environment and Agriculture.

The Government Resolution “On Amendments to the Procedure for Issuing, Reissuing and Terminating (Revoking, Declaring Invalid) Permits for Special Water Use” will simplify the interaction between water users and state authorities, increase the transparency of the permitting system and ensure an appropriate level of information protection when providing administrative services in the field of water use.

Increasing the transparency of the permitting system and simplifying procedures for water users will contribute to the further implementation of modern approaches to water resources management in Ukraine under current conditions.
