Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine Ivanna Klympush-Tsintsadze held a quarterly meeting with Deputy Ministers for European Integration on the progress of implementation of the Association Agreement between the European Union and Ukraine.
The meeting participants focused on assessing progress and analyzing a number of problematic issues faced by the ministries in the process of elaborating legislative proposals for Parliament, discussed issues pertaining to Ukraine's sectoral integration with the European Union, in particular, developments towards integration into the energy and digital markets of the EU, implementation of the roadmap for Ukraine's accession to the joint transit procedure EU / EFTA and preparation for the meeting of the Association Council to be held on December 17 in Brussels.
The Vice Prime Minister emphasized that it is unacceptable when the ministries ignore the deadlines set by the Association Agreement and she added that the ministries often because of the long-term interagency approval procedures are choosing to quickly register European integration bills through lawmakers, and as a result, this is one of the reasons for the slowdown in the implementation of the Agreement. Such a path often significantly hinders, and sometimes makes it impossible to approve the relevant legislation. According to the Vice Prime Minister, the ministries did not submit any draft law envisaged by the Action Plan for the implementation of the Agreement during the third quarter.
Assessing the implementation of the Agreement not only this year but also in general over the past three years, Ivanna Klympush-Tsintsadze noted that despite of numerous effective efforts and positive achievements, there are areas in which progress has not been achieved for various reasons. This is, in particular, conclusion of the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA), creation of financial ombudsman institution in Ukraine and adoption of technical solutions for the creation of a single transit regime between Ukraine and the EU, fulfillment of the tasks of legislative provision in the field of transport and the signing of the Agreement on the Common Aviation Area. She called on the ministries to prioritize and intensify the work on the implementation of the Agreement in the legislative field.
