German Galushchenko on the Government Action Plan: Ministry of Justice’s key focus – digitalisation of services

Digitalisation of the justice sector, particularly the launch of e-Notary, is a priority for the Ministry of Justice of Ukraine this year. This was announced by Minister of Justice German Galushchenko during the presentation of the Government Action Plan on Monday, 18 August.

“The e-Notary system will be operational by the end of this year. We will link e-Notary to the Demographic Register database, enabling notaries to verify passport validity. This will prevent fraud and enhance the security of notarial actions,” the Minister stated.

According to German Galushchenko, notaries will be able to perform initial online notarial actions, such as issuing powers of attorney, starting in January next year.

The Minister emphasised that the Ministry is focused on citizens’ needs, prioritising the digitalisation of the most in-demand services. These services must be modern, fast, and highly accessible. This includes state registration of property and businesses (court decisions will be automatically sent to registrars and notaries), state registration of civil acts (online marriage and divorce), and enforcement proceedings (automatic removal of debtors from registers).

German Galushchenko concluded that digitalising services primarily aims to eliminate corruption risks. By removing human influence on decision-making and replacing paper-based processes with electronic ones, administrative transparency is increased, and the likelihood of corruption in service delivery is reduced.
