The Ministry of Infrastructure continues to prepare new public-private partnership (PPP) projects in various infrastructure sectors and is actively preparing new concession tenders for announcement. Today, November 27, the first meeting of the Working Group on the implementation of public-private partnership in the Chornomorsk Sea Port was held under the chairmanship of the Minister of Infrastructure Vladyslav Kryklii.

The event was also attended by the Head of the "SPILNO" Project Office Taras Boychuk, Acting Director of the Chornomorsk Commercial Sea Port Ihor Shevchenko, representatives of the Ministry of Infrastructure, USPA, IFC, EBRD, Ernst & Young LLC, Castalia Advisors and Bilfinger Tebodin Ukraine.

"Together with our permanent international partners, we continue to prepare new concession projects in the maritime sector. Previous experience of cooperation with the EBRD and IFC on the concessions of the ports of Olvia and Kherson has shown its success, so we are confident of further productive partnership. Today we are holding the first inaugural meeting on the project of concession of the container terminal in the port of Chornomorsk. This project has already been included in the Government's 100 priority projects for the next 3 years, so its implementation is highly expected and important for the country. We welcome in our team consultants-winners of the tender for the preparation of a pre-feasibility study of this project. We are ready to continue working together," Vladiyslav Kryklii said.

During the meeting, the participants of the Working Group discussed the project schedule and the expected results of the consultants' work. Therefore, it is planned to complete the development of the project's pre-feasibility study at the beginning of 2021, and to hold the concession tender at the end of the same year.

Vladyslav Kryklii assured that the Ministry of Infrastructure will constantly provide consultants with all the information necessary for the preparation of the pre-feasibility study of the project, as well as other assistance, if necessary. In turn, the agency has already prepared information requests to the Ukrainian Sea Ports Authority (USPA) and SE "Sea Commercial Port "Chernomorsk" in order to obtain information for the pre-feasibility study of the project. It will be provided to consultants after signing the relevant non-disclosure agreements.

It should be noted that a company has also been determined to prepare the feasibility study and tender documentation for the ferry concession in the Port of Chernomorsk. This is Ernst & Young LLC. Within the framework of this project, it is planned to attract over UAH 150 million investments, which will be directed to the modernization of the railway and ferry complex of the port.
