
Prime Minister urges local authorities to thoroughly create sufficient reserve funds for liquidation of consequences of the harsh weather during the process of budget planning
Prime Minister of Ukraine Volodymyr Groysman calls on the local governments to carefully shape reserve funds of local budgets in order to have the necessary resource in case of necessity and to quickly liquidate the consequences of emergency situations in regions. The Head of Government said this during a conference call in the State Emergency Service of Ukraine devoted to liquidation of the consequences of the harsh weather that affected literally all regions.
During the conference call the local authorities appealed to the Cabinet of Ministers with a request for assistance and the Government is ready to provide all the necessary assistance in order not to leave people alone in the face of disaster. At the same time while making detailed analysis of requests and local budgets, it became clear that budget revenues are not comparable with the volumes of local reserve funds. Thus, according to the information provided, for example, in Zakarpattya region budget revenues amount to almost UAH 2 billion, however, the reserve fund makes up only UAH 3 million. And this despite the fact that emergency situations are regularly occurring in the region.
"I consider such cases as a violation of elementary planning. I emphasize: decentralization, budget growth are opportunities, not irresponsibility. I urge the local authorities to hold the meeting of the regional councils as well as to provide the resource and direct it to elimination of the consequences of the harsh weather", Volodymyr Groysman stressed.
