  • Effective introduction of public-private partnership will provide a multiplier effect for the economy, says Ihor Petrashko

    In order to develop public-private partnership (PPP) in Ukraine, the Ministry of Economic Development, Trade and Agriculture has taken a number of important steps at the legislative level. In particular, 6 decrees developed by the Ministry have been adopted with an aim to improve the procedures of interaction between the state and a private partner. A bill on amendments to the Tax Code of Ukraine on the implementation of projects on terms of PPP was also submitted to the Verkhovna Rada of Ukraine.

    "Public-private partnership is one of the core mechanisms and a commonplace practice of many developed countries. An improved partnership system between the state and business at the national level will allow for attracting and effective use of investment resources for the structural restructuring of Ukraine's economy. As a result, it will contribute to job creation, increasing wages and improving overall quality of life in the country," said Ihor Petrashko, Minister of Economic Development, Trade and Agriculture of Ukraine.

    It should be noted that on July 30, a Memorandum of Cooperation was signed between the PPP Support Agency under the Ministry of Economic Development, Trade and Agriculture and the Lviv City Council. The main goal is to join efforts to implement projects in the field of urban planning, transport, social, cultural, sports and other infrastructure. So far, the first 11 projects have been identified, which include both the construction of new facilities and the modernization of existing infrastructure.

    "Successful experience in preparing PPP projects at the local level can be adapted to other cities in Ukraine and have a multiplier effect," the Minister added.

    Background

    The Public-Private Partnership Support Agency (PPP Agency) is based on state property and belongs to the sphere of management of the Ministry of Economic Development, Trade and Agriculture. The main function of the Agency is to implement measures aimed at preparing for the implementation in Ukraine of high-quality and investment-attractive PPP projects in various sectors of the economy.

    The PPP Agency is involved in the project identification process, assists public authorities and local governments in the preparation of concept notes and feasibility studies, as well as cooperates with local and international consultants. In addition, the Agency organizes and conducts trainings, conferences, seminars and other events aimed at increasing the institutional capacity of public authorities and local governments in the field of PPP.
