The introduction of a norm to file an electronic income and expense declaration was aimed at and proves relevant for high rank officials and CEOs of large state-owned companies who have access to public resources. Instead, the introduction of e-asset declaration for public activists was amiss, Prime Minister of Ukraine Volodymyr Groysman said on air of the "112.ua" TV channel.
"The introduction of e-declarations envisaged that those persons who are authorized by the state to manage budget funds and state processes should be open and transparent. Therefore, for officials it is understandable. It is also clear regarding those who head state-owned enterprises. However, civil society leaders are to keep track of how open are the authorities in their activities. They have nothing to do with public resources", the Head of Government stressed, "It is important to cancel filing of e-asset declarations for members of supervisory boards of state-owned companies who hold citizenship of other State. In their home countries they submit their declarations. Another thing, it would be useful for us to have access to that information."
The Prime Minister called on lawmakers to unite around the decision on improvement of legislative framework. "Andrii Parubii (Speaker of the Verkhovna Rada of Ukraine) personally monitors this process in the Parliament and I see fractions pledge readiness to unite", Volodymyr Groysman stressed.
He emphasized the issue of abuse of public figure status is primarily a moral value that is difficult to legally enshrine. "It's a natural process. Sooner or later requirements for people who call themselves social activists will arise in the society. The public sector should be self-regulated", the Head of Government underscored.
