
Two years of eVidnovlennia: How the state helps Ukrainians rebuild destroyed homes
In May 2023, Ukraine launched the eVidnovlennia (eRestoration) programme to support citizens whose homes were damaged or destroyed due to the war. Over the past two years, 100,000 families have benefited – some have repaired their homes, while others have purchased new ones using housing certificates.
The core of the service is the Register of Damaged and Destroyed Property, currently used by 10,000 people. The process is straightforward: record the damage, submit an application, and await a decision. Applications can be made online via the Diia app or portal, or at Administrative Service Centres. Payments follow. The process is transparent and clear.
The assistance covers various needs:
- Up to UAH 200,000 for minor repairs;
- Up to UAH 350,000 for major apartment repairs;
- Up to UAH 500,000 for major house repairs;
- Housing certificate for purchasing a new home;
- Cash payment for building a house on owned land.
eVidnovlennia prioritises military personnel, families of fallen defenders, internally displaced persons, people with disabilities, and large families, ensuring they receive assistance first.
Over two years, the programme has reached the entire country. The highest number of applications for compensation for damaged property came from:
- Kharkiv region: 53,046.
- Kyiv region: 21,399.
- Donetsk region: 14,019.
- Mykolaiv region: 9,308.
- Kherson region: 7,778.
For destroyed property:
- Donetsk region: 17,675.
- Kharkiv region: 15,517.
- Kyiv region: 6,455.
- Kherson region: 3,021.
- Mykolaiv region: 1,706.
Commissions have approved payments for 93,335 applications, with Ukrainians receiving a total of UAH 8.9 billion in aid.
Housing certificates are also widely used:
- 17,741 certificates issued, worth UAH 26 billion;
- 9,645 certificates redeemed, worth UAH 15.9 billion.
Another programme component is compensation for self-construction of destroyed homes. Approvals have been granted for 934 applications, totalling UAH 2.3 billion, with the first 300 families already receiving funds.
On average, Ukrainians receive approximately UAH 1.5 million in compensation for destroyed housing.
The eVidnovlennia programme is constantly evolving. Over the past year, key changes include:
- A dedicated programme for IDPs who lost their only home, with UAH 15 billion allocated. In four months, over 4,000 certificates were used.
- Expanded coverage to owners of destroyed housing in active combat zones.
- Allowing housing certificates to be used as a down payment in the eOselia (eHousing) programme.
- Initiating cash payments for rebuilding private homes on owned land, with 300 families receiving an initial tranche of over UAH 408 million.
eVidnovlennia offers a chance to return home, start anew, and feel confident that the state is there to help.
