STS and EU4PFM step up cooperation to align Ukraine's tax system with EU standards
The State Tax Service of Ukraine is working to implement the changes required for European Union integration. Its priorities include adapting tax legislation to EU norms, integrating information systems, developing digital services, and improving tax administration. Acting Head of the STS Yurii Koniushenko and representatives of the Delegation of the European Union to Ukraine and the EU4PFM programme discussed the next steps of the reforms and areas of cooperation during a meeting.
According to the head of the STS, fulfilling Ukraine's European integration commitments in taxation under negotiating Chapter 16 "Taxation" remains one of the STS's key priorities.
"This concerns further approximation of legislation in the areas of VAT, excise and direct taxation, administrative cooperation, and international exchange of tax information. We greatly value the expert assistance of the EU4PFM project in this work, from preparing for the screening and analysing legislative compliance to supporting specific practical solutions, including IT ones," said Yurii Koniushenko.
Another strategic area is the integration of STS IT systems with those of the EU. The STS is working on a relevant roadmap and analysing business processes.
The head of the STS stressed that it is crucial for this work to deliver a clear practical result: the necessary systems must be ready by the time Ukraine joins the European Union.
Other important areas of work include improving the risk-based approach, digitalising tax debt management, and modernising the Taxpayer's Electronic Account. The Service's task is to move increasingly toward data-driven management, focus resources on real risks, and at the same time provide quality services to taxpayers who conscientiously fulfil their tax obligations.
The approach to personnel is also steadily changing: with partners' support, a competency-based human capital management model is being introduced.
Yurii Koniushenko emphasised that the reforms are taking place in the difficult conditions of war, when it is important to ensure the daily stability of the tax system as well.
