Affordable Loans at 5-7-9%: Businesses in high war risk areas will receive a longer period of concessional lending - 5 years
The Government has adopted a decision to extend the preferential rate of 1% per annum for investment loans for businesses operating in the areas of high military risk. It will be valid for the first five years of lending (instead of two, as it was before), thereafter it will be 5% per annum.
"We have extended the period during which companies in high-risk areas will have the option of repaying loans at 1%. From now on, it will be five years instead of two. This means more stability for business and more opportunities to invest the savings in development. Currently, high war risk areas attract more than 20% of all loans under the 5-7-9% programme. For many, they are almost the only way to maintain their operations. That is why it is essential for us that businesses continue to have access to concessional loans on improved terms," said Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine.
High war risk areas include both entire regions and individual districts or communities that are experiencing or have experienced hostilities, regular attacks, or are in close proximity to the frontline or are at risk of being hit. These include certain areas of Dnipro, Kyiv, Mykolaiv, Odesa, Sumy, Kharkiv regions, as well as almost the entire territories of Donetsk, Zaporizhzhia and Kherson regions.
Since the beginning of 2025, businesses have received 11,200 soft loans under the Affordable Loans 5-7-9% programme totalling UAH 35.4 billion. Of this amount, UAH 7.5 billion was lent in the high-risk military zone.
Background information
The Affordable Loans at 5-7-9% programme is part of the Made in Ukraine policy aimed at stimulating micro, small and medium-sized businesses by reducing the cost of credit resources through government compensation or government guarantees.
The programme is implemented through the Entrepreneurship Development Fund and authorised banks.
