Affordable Loans at 5-7-9%: In the five years since the launch of the programme, Ukrainian businesses have received 106,500 soft loans worth UAH 369.4 billion

Since the beginning of 2025, businesses have received 2,794 soft loans under the Affordable Loans at 5-7-9% programme totalling UAH 9.4 billion. Since the launch of the programme in February 2020, businesses have taken out 106,500 loans totalling UAH 369.4 billion. Last week, Ukrainian entrepreneurs received 241 soft loans worth UAH 1.3 billion.

"Ukrainian businesses continue to develop domestic production thanks to the opportunities offered by the Government programme “Affordable Loans at 5-7-9%”. The vast majority of new soft loans are used for investment and expansion of processing facilities. This stimulates the development of the real sector of the economy and helps create new jobs. The programme also supports businesses operating in the area of increased military risks. Since the beginning of the year, Ukrainian businesses have already received UAH 9.4 billion in soft loans," said Andriy Teliupa, Deputy Minister of Economy of Ukraine.

Since the beginning of the year, businesses have received:

  • UAH 2.4 billion as investment loans;
  • UAH 2.3 billion for processing;
  • UAH 1.9 billion for lending in the high-risk military zone;
  • UAH 1.8 million for working capital replenishment.

The most frequently lent companies are those operating in the processing industry, agriculture, wholesale and retail trade.

Among the regions, the leaders in terms of the amount of loan agreements concluded are Lviv, Dnipro, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava regions and the city of Kyiv.

As of today, 46 banks participate in the programme, with Privatbank (UAH 49,300), Oschadbank (UAH 16,200) and Ukrgasbank (UAH 5,800) having disbursed the largest number of loans since the programme's launch.
