Affordable Loans at 5‑7‑9%: Over UAH 44.6 billion already raised by farmers this year

The Affordable Loans at 5‑7‑9% program remains the main financial instrument supporting Ukraine’s agricultural sector in 2026. Since the beginning of the year, 6,638 agricultural enterprises have raised nearly UAH 44.63 billion under this state program. This demonstrates the high efficiency of concessional financing and the program’s effectiveness under challenging macroeconomic conditions.

The most active use of the 5‑7‑9% program was recorded in the following leading regions:

  • Odesa region — UAH 5.85 billion in loans for 774 agricultural enterprises.
  • Kyiv region — UAH 4.30 billion for 559 enterprises.
  • Kirovohrad region — UAH 4.03 billion for 777 enterprises.
  • Vinnytsia region — UAH 3.96 billion for 704 enterprises.
  • Kharkiv region — UAH 3.11 billion for 389 enterprises.

Overall, since the beginning of the year, 11,411 agricultural enterprises have raised more than UAH 100.18 billion in credit resources under all financing programs.

In 2025, 15,574 farms received UAH 131.47 billion in bank loans for development. Under the Affordable Loans at 5‑7‑9% program, 7,978 farms were financed for a total of UAH 53.75 billion.

Background 

The Affordable Loans at 5‑7‑9% program is aimed at stimulating micro, small, and medium‑sized businesses by reducing the cost of credit resources through state compensation or guarantees. Farmers can obtain loans of up to UAH 90 million. Lending is provided at interest rates in accordance with the program’s terms and current loan agreements.
