Affordable Loans at 5-7-9%: Businesses secure 8,581 loans worth UAH 27.8 billion since start of year

Since the beginning of 2025, businesses have secured 8,581 subsidised loans under the Affordable Loans at 5-7-9% programme, totalling UAH 27.8 billion. Since the programme’s launch in February 2020, businesses have accessed over 113,000 loans amounting to UAH 393.8 billion. Last week, Ukrainian entrepreneurs received 713 subsidised loans worth over UAH 2 billion.

“The Government’s priority is to support the development of enterprises operating in the real economy. Since the start of the year, most subsidised funds under the Affordable Loans at 5-7-9% programme have been directed towards investment purposes, processing industries, and supporting the sowing season. We pay particular attention to production in regions with high military risk. For such entrepreneurs, the programme offers a reduced rate on investment loans – 1% per annum for the first 24 months and 5% thereafter,” said Andrii Teliupa, Deputy Minister of Economy.

Since the start of the year, businesses have received under the programme:

  • UAH 6.8 billion for investment loans;
  • UAH 6.4 billion for lending in high military risk zones;
  • UAH 5.0 billion for processing industries;
  • UAH 4.5 billion for supporting the sowing season;
  • UAH 4.1 billion for working capital replenishment.

The most frequently funded enterprises operate in processing industries, agriculture, and wholesale and retail trade.

The regions leading in loan agreement amounts are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava, and the city of Kyiv.

Currently, 46 banks participate in the programme, with the largest number of loans issued since its inception by PrivatBank (52,200), Oschadbank (17,400), and Ukrgasbank (6,200).
