Affordable Loans at 5-7-9%: Entrepreneurs received 7,868 loans worth UAH 25.7 billion since start of year

Since the beginning of 2025, businesses have secured 7,868 subsidised loans under the Affordable Loans at 5-7-9% programme, totalling UAH 25.7 billion. Since the programme’s launch in February 2020, businesses have accessed 112,300 loans amounting to UAH 391.7 billion. Last week, Ukrainian entrepreneurs obtained 543 subsidised loans worth nearly UAH 1.9 billion.

“Thanks to the state’s Affordable Loans at 5-7-9% programme, we continue to support the real economy. The majority of subsidised loans issued to businesses this year have been directed towards investment purposes, development of processing industries, and support for entrepreneurs in regions with high military risks. Additionally, spring typically sees an increase in loans aiding farmers with the sowing season,” said Andrii Teliupa, Deputy Minister of Economy.

Since the start of the year, businesses have received under the programme:

  • UAH 6.4 billion for investment loans;
  • UAH 6.0 billion for lending in high-risk conflict zones;
  • UAH 4.6 billion for processing industries;
  • UAH 4.1 billion to support the sowing season;
  • UAH 3.6 billion to replenish working capital.

Loans are most commonly taken by enterprises in processing industries, agriculture, and wholesale and retail trade.

The regions leading in loan agreement amounts are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, and Poltava regions, as well as the city of Kyiv.

Currently, 46 banks participate in the programme, with the highest number of loans issued since its inception by PrivatBank (51,900), Oschadbank (17,200), and Ukrgasbank (6,100).
