Since the beginning of 2025, businesses have secured approximately 17,600 concessional loans totalling UAH 52.8 billion. Of these, 363 loans worth UAH 710 million were issued last week.

The most frequent borrowers are enterprises in manufacturing, agriculture, and wholesale and retail trade, with a significant portion operating in high-risk war zones.

Since the start of 2025, the programme has seen the highest loan volumes in the following areas:

  • UAH 14.9 billion for the development of manufacturing industries;
  • UAH 13.8 billion for investment loans;
  • UAH 12.4 billion for lending in high-risk war zones.

Since the programme’s launch in February 2020, businesses have secured 122,000 loans totalling approximately UAH 419 billion, including 87,200 loans worth UAH 329 billion since the onset of martial law.

The largest loan volumes since the programme’s inception have been in Kyiv city, Lviv, Dnipropetrovsk, Kyiv, and Kharkiv regions. The programme involves 46 authorised banks.

Background

The Affordable Loans at 5-7-9% programme is part of the Made in Ukraine policy to support Ukrainian producers, aimed at stimulating micro, small, and medium-sized enterprises by reducing loan costs through state compensation or guarantees. For businesses operating in high-risk war zones, the programme offers a reduced rate on investment loans – 1% per annum for the first five years and 5% thereafter.

Since 2024, the programme has focused on supporting investment projects that create jobs, promote business modernisation, and aid economic recovery. Entrepreneurs can access up to UAH 150 million for developing production, energy efficiency, infrastructure, or rebuilding facilities destroyed by the war.

The programme is implemented through the Business Development Fund and authorised banks.
